With long neck+ oval roundish face =short hair cut?

im a black girl and i havent had a relaxer in 4 years. i get it straighten with a flat iron. my hair is fine and it stops almost at the end of my neck. i have a long neck and a oval roundish face. im thinking about getting it cut alittle bit longer than rihannas hair. but i don't know. my sister says i would look good with short hair because of my face shape. with my long neck, high cheekbones, and face shape would short hair look good on me?With long neck+ oval roundish face =short hair cut?
